Subject: Protocol Change Notice Process Definition

Handicappers, Members,

This Protocol Change Notice (PCN) defines the process to communicate changes to the PHRF-NW rating protocol. This PCN will be mailed to each handicapper and posted on the PHRF-NW website. All future PCNs will be posted to the PHRF-NW website and emailed to handicappers. No further mailings will occur. Future PCNs will also be submitted to the local sailing publications in order to alert the membership. Handicappers and members are expected to be aware of this process and check the PHRF-NW.org website and local sailing publications periodically for new notices.

PCNs will be used to define a change to the current protocol as published to the membership for that year. Therefore, the most up to date rule will comprise the protocol as published plus any PCNs.

PCNs will also be used to notify handicappers and members of changes to base ratings and as-sailed ratings as determined by the PHRF-NW Handicapper Council.

Any change published by PCN will include actions required by the handicappers, if any, and the required completion date for those actions (normally submittal of change forms for affected member boats).

PCNs will remain on the PHRF-NW website until the revision is published in the handbook to the membership the following year. In the case of base ratings, the changes will be incorporated into the Standard Class Database (SCD), formerly Table III, periodically over the year.
